Alternate Sources for Snowflake Shapes

If you don't have a snowflake cookie cutter, make a snowflake using folder paper (like we did back in school) and use the shape as a stencil. Experiment with shapes.
You can also make a snowflake shape from tissue paper and then glue it down on vellum paper and cut it out. Origami paper also makes great snowflakes. Look for ideas in books, rubber stamps, stickers, rub-ons, and brass stencils.
